In general, the Department follows up mining, electricity, fuel, production, process and mechanical maintenance issues, from the extraction of raw materials to the production and packaging of the cement, in terms of academic, technical, legislative and public relations. Within this framework, the scope of office of the Department is as follows:

• To follow up developments and practices related to legislation on mining and energy, to provide comments on the draft legislation, to contact with the public institutions and other stakeholders with regards to the demands and needs of the sector.

• To cooperate with the stakeholders from national and international public institutions and organizations, universities, NGOs and the private sector on raw material and energy supply security, sustainability, energy and resource efficiency issues, which are the priority issues of the sector, to prepare articles, technical documents and reports based on the needs.

• To follow up information and developments about incentives, subsidies and other financial support mechanisms that support the sector's investment and efficiency activities and to share these with the sector.

• To bring relevant colleagues together on technical and legislative issues, to ensure that they meet with the experts or practitioners according to their needs, to conduct benchmarking studies and evaluations, to facilitate coordination in the aforementioned activities.

• To carry out detailed comparison studies regarding energy, waste heat recovery, crushers, vertical mills and coolers and to ensure coordination with the public.

• To prepare technical documents related to the headings that require processes, energy studies or creating sectorial awareness and to design training contents.
